Counterintelligence Implications of the OPM Cyber Breach

Summary: The lecture will provide a general awareness of the Office of Personnel Management (OPM) cyber breach with a focus on compromised information and affected personnel, key risks personnel may face, and threat mitigation strategies.

Bio: Special Agent (SA) Andy Howell is an FBI agent assigned to the Fredericksburg Office of the Richmond Division. He is a graduate of North Carolina State University with a Bachelor of Science in Civil Engineering and a Master’s Degree in Structural Engineering. After graduation, he entered the United States Air Force where he served as a Civil Engineer Officer. His next assignment saw him join Virginia Tech as an Instructor until he departed in 2007 to join the FBI. SA Howell’s first assignment in the FBI was in the New York Division where he worked National Security matters.

In 2014, SA Howell transferred to the Fredericksburg office where he now serves as the FBI Richmond Division’s Strategic Partnership Coordinator. He has been a Special Agent with the FBI for 9 years.
